The statistic comes from the International Monetary Fund's 9th Financial Access Survey (FAS) results, published in September 28th, 2018.

According to the IMF's FAS dataset, the autonomous region known as 'the Vegas of the East', is the country with the highest number of ATMs in relation to its population at 324.6 ATMs per 100,000 people (IMF, 2018)
